The Health and Family Planning Commission of Guangdong Province takes the lead in organizing the implementation of this action plan. The provincial editorial office, the provincial development and reform commission, the provincial human resources and social security department, the provincial finance department and other relevant departments should introduce special supporting reform measures by the end of October 2018 to support and guide the cities to carry out relevant work. All localities shall, within 3 months after the issuance of this action plan, formulate specific implementation plans based on actual conditions, refine supporting measures and carefully organize the implementation.

Fully implement the "two ticket system" of consumables to improve the concentration of distribution of consumables

Adhere to the separation of medicine, implement the "two vote system", encourage the development of modern pharmaceutical logistics extension services, standardize the selection of operating enterprises according to the principles of law, voluntariness, openness and fairness, and improve the concentration and accessibility of the circulation and distribution of drugs and medical consumables.

Guangdong Province proposed to implement the "two ticket system" of consumables in the 2018 plan for deepening medical reform, and has determined the implementation time of the plan. It can be seen that the comprehensive promotion of the "two ticket system" of consumables in Guangdong Province is a nail in the nail!

Under the SPD mode, the hospital can realize post use settlement, zero inventory management and refined management, reduce logistics management costs, reduce waste, and be traceable throughout. However, the number of distributors has also been reduced. When selecting distributors, almost all hospitals have high requirements on the strength of bidders.

The Cancer Hospital affiliated to Shantou University Medical College, the Third Affiliated Hospital of Southern Medical University, the Third Affiliated Hospital of Sun Yat sen University, and Guangdong Hospital of Traditional Chinese Medicine are all large hospitals in Guangdong Province that use the SPD mode in the distribution and purchase of drugs, consumables, and reagents, and the winning enterprises are China Resources and several circulation giants held by Sinopharm. Even a hospital is delivered by a company!

It is not difficult to see that the Plan emphasizes the supply chain management of medical consumables this time, and the SPD mode will certainly be one of them. The ultimate goal of the * * is to improve the concentration of consumables distribution and further eliminate a batch of unqualified distribution enterprises.

Fully promote group procurement of medical consumables

The Plan specifies that Guangdong Province should comprehensively promote the group procurement of drugs and medical consumables, adhere to the principle of centralized procurement with quantity, and reasonably control the prices of drugs and medical consumables.

Previously, Guangdong Province has allowed Guangzhou, Shenzhen and Shaoguan to implement GPO group purchase of drugs and consumables. By means of "purchase with quantity, purchase by category, and supply at a package price", the cost of medical consumables that will be included in the scope of centralized procurement has "significantly decreased" compared with that before the reform.

At the end of last year, Shaoguan City adopted the "two ticket system" of consumables and reagents+GPO group purchase, and adopted the reform of "unified distribution" of consumables in the selection of distributors. Only three distributors in each group won the bid, and 80% to 90% of distributors were eliminated! This also means that once Guangdong Province has fully implemented group purchase and unified distribution of consumables, the lethality of the distributor is great!

We will consolidate and improve the new compensation mechanism for public hospitals. By the end of 2018, the province will completely cancel the medical consumables mark up, and the reasonable income thus reduced will be compensated by adjusting the medical service price.

Before that, Ye Xiangyang, director of the Health and Family Planning Bureau of Dongguan, Guangdong, made it clear that Dongguan would introduce guiding policies to comprehensively advocate the medical industry to give priority to the use of domestic equipment. Nationwide, Zhejiang clearly sets up a separate configuration plan for domestic large-scale medical equipment, and reserves sufficient planning quantity for medical institutions to configure domestic large-scale medical equipment; Sichuan Grand Hospital has made it clear that priority should be given to purchasing domestic equipment into hospital management.

For domestic medical equipment entering hospitals, provinces have begun to formulate relevant preferential policies. It will be a general trend to promote domestic equipment with high quality and independent intellectual property rights to enter hospitals and increase market share.

As a major province of medical reform and a pioneer, Guangdong Province will fully implement the policies of "two ticket system" for consumables, zero mark up, package group purchase, and advanced hospitals with excellent domestic equipment, which means that medical reform has begun to enter an accelerated period.
